problem with seller, fraudulent

Hello, I made purchases on the Internet, I never received the order, I wrote to the seller but no response and as soon as I go through PayPal he starts to answer me. They make believe in the discussion that they are sorry and that they will send me the item because it was lost. In fact the item was never shipped, I made the purchase from another account and as luck would have it the item is also lost they are sorry and will send the item again. In fact it saves time then the file reported to PayPal is closed and there is no way to claim the money. Can you help me what can I do?

Did you open a paypal dispute?

Which dispute did you open?

Did you escalate to a claim before it auto-closed 20 days after opening it or did you just let it auto-close?

If you escalated then did the seller provide tracking and did paypal find in their favour?

yes I opened a PayPal dispute i opened a dispute because I did not receive the product. yes I submitted a complaint but the seller said I will return the lost product so then the deadline had passed and the transaction was automatically canceled. but the seller must be used to it, it is a scam and I would like to be refunded. If you escalated the problem, did the seller provide tracking and did PayPal rule in their favor? yes they provided tracking but it is wrong, I called the shipping company in my country and no package starts with the reference that the seller gave.

I first reported the problem, the seller started talking to me, he played with time, and a few days before the file was closed he told me it's okay your package is lost and we'll send you a new product. So I couldn't refuse and I had to wait and the file was closed automatically. You should know that I am in contact with the transport company in my country and they have no contact with the seller and no package has passed through them and they have never declared anything lost. The seller is vicious he played for time and it's obvious that he's used to it. What can PayPal do for me?

You should have escalated to a claim, then if you were refunded and the item showed up its easy enough to just pay the seller again.

Unfortunately you can't re-open a closed case OR open a second case for the same transaction.

However if you funded your paypal payment via a credit card you could try a chargeback by contacting your card issuer?
