When I see an item I want to by that also states "free shipping, no tax" I proceed to buy.  At the end they add tax or shipping so I do not accept so do not buy.  Some how the $ amount will show up in my bank account at "Pending".  The activity instructions as how to delete are not correct so the $ stays as is.

Its an authorization which will expire on its own should the merchant not able to claim the funds if the order did not complete (not seeing an order or transaction in your PayPal account). Ask the merchant to void the order/authorization to release the funds. If not, authorization will expire and drop off. If the authorization is pending longer than 30 days, contact your bank or credit card to void the authorization to release the funds.

 

How do I cancel a PayPal order or authorization?

 

If you need to cancel a PayPal order or authorization on your account, please contact the seller directly. An order or authorization is an agreement between you and the seller to purchase an item for a set amount, and PayPal doesn't have the ability to cancel that agreement.


To find the seller's contact information:

  1. Click Activity at the top of the page.
  2. Click the transaction in your list of recent transactions.
On the "Transaction Details" page, you’ll see the seller’s name, email, and, if available, the seller’s customer service phone number.

Note:
  • Orders and authorizations typically expire in 30 days.
  • Authorizations can also be placed for a future purchase, for example a hotel stay or reservation. This type of authorization would not be processed until you arrive.
