paypal keeps telling that paypal does not allow shipping to my addres but i live in puerto rico

Well every time I try to make a payment on evike.com papal tells me that papal does not allow shipping to my country but Puerco Ricoh is part of the USA so why is papal not allowing me to ship here?

I am having the same problem,

 

I live in the USA and I wanted to shop at an online book store in Germany (buecher.de) to buy a gift for my Mom (who lives in Germany), and of course have it shipped to her house.

When I try to pay, I am asked to log into paypal and when I do, I get this message: "Paypal does not allow your country of residence to ship to the country you wish to."

 

Only thing to click from there is a button that says "Return to merchant".

 

There is a major bug somewhere. 😞

why are there not official responses from a paypal rep for this thread? seems to be pretty common. Can it be resolved if one has a cc from the Country to be shipped to?

I am sorry to see that the community hasn't found an answer to this question yet, but I would be happy to shed some light on the situation.

 

You may encounter on some websites where you are unable to ship to an address outside of your own country, and you might find on other websites that you are able to do this without issue. This is a matter that comes down to the way in which the seller's checkout is designed.

 

Sellers can employ a method on their website checkouts that collects the shipping address data before the transaction is sent through through the PayPal system. Among other factors, it's a means of ensuring that the seller accepts that the country of purchase and the country of receipt do not match.  If the information is collected in this manner, it is possible to select an international shipping address. If the seller's checkout does not have this function intentionally built in and instead requires all information-gathering to be done on the PayPal site, then the shipping country must match the country from which the payment is being made.

this simply describes the technical issue, but not the reason as to why this mechanism is in place to begin with.


I simply don't understand, what sense it makes for a merchant NOT to make a sale, based on an address check/restriction. The only reason I can imagine, would be, that the merchant is not interested in shipping internationally, yet, as in my case, this stupid address check can very well achieve quite the opposite in effect, because the check of my address can't tell you where I would want to ship to, if I could select a country.
In my case: I am living in the USA and wanted to buy something in a German store and ship it to a German addres as a gift. Didn't work!

What significance does it have if the countries match or not match? Is it any more secure if it matches? if so for whom or for what? or does either paypal or the merchant assume higher shipping costs if it doesn't? or why would this need to match???

Why should it make any difference HOW I enter my address data (manually or automatically). It shouldn't matter! What the customer expects, is a process as in almost any online shop: First enter billing address, then (if it's not the same) enter shipping address. Why does it matter to Paypal?

 

Besides my error message: "Paypal does not allow your country of residence to ship to the country you wish to." doesn't sound like it's addressed to me, but rather to the merchant, cause I don't even want to ship FROM my country of residence (USA) to somewhere else, I wanted to ship FROM Germany TO Germany - and why would THAT not be allowed???

 

I may understand problems, if I wanted to send a payment to a country where PayPal isn't located business-wise, but PayPal is big in both, the USA and Germany, so again...

 

What's the problem? - There shouln't be one!

I'd be happy to offer a little more clarification. I can't speak to the specific motivations of a particular seller, but I can offer a perspective that many sellers do consider.

 

Sellers employ a variety of unique risk mitigation techniques in the operation of their businesses. Some sellers opt not to ship if the country of purchase does not match the country of shipment, due to a higher risk of stolen funds in such scenarios. A seller making that decision for that reason is not opting to rule out sales to different countries, simply reducing their own risk by eliminating a significant risk factor. The cost is a reduction of opportunities for legitimate sale, the benefit is a reduction in loss from chargebacks.

That explains one motivation on the seller's side.

Yet, I am shocked to learn, that the number of "stolen funds" (what does that even mean in terms of paypal, I thought our accounts were safe.) is so high, that merchants have to make a decision to stay away from sales to keep down their losses. (It sounds almost absurd when I wrote this last sentence.) 😕

Every type of business has some sort of risk of theft and fraud.

 

In a brick and mortar store, there's the possibility of people shoplifting. A seller in such a situation might put up security cameras, hire store detectives, and employ all sorts of other measures to combat this theft. These measures reduce but do not eliminate fraud. The bottom line of the profits always leaves some margin to allow for this variable.

 

For an online seller, the nature of the risks are different and the measures taken against them are different, but risk remains. An online seller who uses PayPal enjoys quite a bit of protection. We have risk filters in place to catch a great deal of fraud before it even happens, and we have teams of specialists who represent the sellers when credit card companies dispute payments on behalf of their cardholders. PayPal also covers seller loss out of our own pockets when the transactions meet certain criteria to help ensure that they're safer. As long as PayPal is in the best position possible to ensure safety, PayPal will offer this protection. That requires some cooperation on the part of the seller.

 

Sellers who won't ship to an address that is in a different country than the address of the person making the payment are likely ensuring that they meet the one of the criteria of a safer transaction, so that they can enjoy the protection that PayPal offers. Every risk reduction method employed by a seller in any selling situation has a possibility of limiting the types of sales that they can make, but it's a choice many merchants select to reduce their probability of loss. Sellers who allow the shipment of goods to other countries may have other risk mitigation techniques in place.

You don't have to respond to this post anymore, unless you want to. But I wanted to mention these final words (maybe as a general feedback to PayPal, I don't know if anyone important is reading this):

 

Despite all the reasons, that PayPal or the merchant may have to protect their risk from theft or fraud, this particular restriction makes international gift giving difficult - and that although Paypal (only second to Credit Card payments) is thought of one of the easiest ways to make international payments.

 

When the holidays approach or birthdays are coming up, emigrants like me (I moved from Germany to USA), who have to buy lots of gifts for their family back home, have a particular hard time to buy things online. Most credit cards work, but if PayPal was more accepted, I would definitely use PayPal more often. Just saying.

Hi! i got the same problem here in Puerto Rico, im trying to buy from EVIKE.COM for more than a month & complete the transaction but its impossible!!! im trying to spend a great amount of money in this store EVIKE.COM & the only thing i received back is "we sorry for the inconvenience but theres nothing we can do about it; call paypal!" So i call paypal, they check my acount and the only thing i received back is " everything looks good on your account" i know that! because i buy things from ebay with no problem! I read a lot of technical explaination, a lot of BLA,BLA,BLA... but that dosent fix the problem!

were anybody able to figure this one out...? PLEASE!!!
