Shipping orders from overseas to domestic addresses, and V.V. ???

I occasionally get an order from overseas, where the buyer wants the item shipped to a US address where he or she will pick it up. The PP card/charging engine insists on charging shipping based on the credit card address. When I try the opposite, ordering with a US card, then change the ship-to address to an overseas one it will not let me change the country, and insists on the ship-to address ending with US.
Anyone know if there is a way around this? As a temporary measure I have been sending the buyer an invoice for the exact amount with the correct US or overseas postage, but this is clumsy and time consuming and has driven a few buyers away.
