Why do I have to enter zip code to get a shipping calculation?

I have set up shipping profile for 'all states and territories'. I have 4 shipping levels by quantity set up.  After adding to the cart and putting in a quantity it calcs a total ok. It doesn't add the shipping unless you enter a zip code?  It seems when I first set it up, it added the shipping as soon as I changed the quantity.  I have been trying different things, did I mess something up.  I want it to show shipping calc as soon as quantity entered, and not have to enter a zip code, especially since it says (optional) next to the place to enter zip code.

If you're using calculated shipping ( which you are), every way that you can ship is organized by the distance between zip codes - it's just the most efficient way to do it.

If you want to have shipping without the zip codes, the only alternative is a flat rate.
