UPS Deducts shipping costs twice?

When printing from Paypal UPS Labels, why does it take the money out when they print and then again when the item is delivered?   My account drops when I print off UPS shipping labels and then again when the item is delivered.   Should I call paypal and ask them about this?

I woke up this morning and checked my account just to find 5 new charges from UPS that I have already paid for, and I quote, " I had money deducted from my Paypal Account when I created those labels" supposedly they were supposed to be prepay fees. Those labels were created 5 days ago. I have been selling on eBay for 7 years and 8 months and have been using all kind of Shipping Carriers, but when it comes to using UPS, I'm always afraid that I'm going to lose money somehow without the least possible explanation of how the money has just vanished from my paypal account. I sometimes go to the History Tab on Paypal and try to track the transactions, not to mention that I do keep a daily log of every penny that comes in and out of my paypal account, still I can't make sense of this scam. I have called paypal several times and they advise that I call UPS, and UPS says the same, at the end it's like getting tossed around like a volley ball. For those 7 years, I am not sure how much of my hard earned money that I have lost, and I think it's time that people who use UPS with Paypal ought to stand up against this. I am business major, and I'm not saying that I'm the smartest person on the planet, but any 4 year old kid would know when his/her candy stack has been reduced without explanation, and that really hurts. From now on, I have decided, if I'm ever going to ship UPS again, I will take my box to their store and pay for everything there which will help me from getting robbed. I do understand that I will not get the so-called paypal discount, but that's okay, because at the end, you never really get anything but ripped off.

Sorry i understand some of your positions as reps to PayPal. But i too have had this happen usually after a month or two and an active UPS account they (UPS) see that your account is over credited and refund the difference. But as others have stated there is no trace of the over charged funds. Not in payapal (except for the several charge transactions for the same/duplicate shipments and amounts) and not within the UPS accounts when you access them directly. So no offense, this is not an example of a uninformed PayPal User. The BS in Accounting and a Second BS in Finance kind of precludes this as being a "Mind Freak" magic act. It does happen, you know it happens, and the only people catching it are the internal auditors at UPS, when they have to credit the differences. Now the fact that they catch it and do the credits to our accounts is a good thing . However they shouldn't have to and the only point funds should be attached is when the shipment is generated and finalized or closed at date of delivery, or at a suitable performance point.

It is pretty confusing.  It seems that the hold only lasts 5 days, when it shows back up in the account.  I transferred money that day without noticing the increase.  Now several days later my balance was negative.  I too thought I had been double charged, but realized I had not after finding out how to see the history with account balance.  I have often wished for this feature and I am glad that I found this thread as it showed me how to view that.

I just want to start off by saying that like many of us out there, I have been out of work and looking for a job since I was laid off from my job a little over a year ago. My husband is working, but is not enough and we have 2 little girls to feed and support. Therefore I have stepped up my production of handmade goods and been using my sales from these as income to provide for my family while looking for a real job. Every penny I make counts and is depended upon.

 

Well recently I too unfortunately have fallen victim to this scam. I am mad as heck and ready to close my account. I have been selling my crafts online for the last 2 years. At first I was just using USPS for my shipping needs, and had no problems whatsoever. Then I started doing diaper cakes in February, and by rates and transit times, it seemed like UPS was the way to go. And for the first couple months, everything was fine. Then it started last month, in may. I sold a diaper cake for $75 plus $10 for shipping. This made my account have a balance of $83.00 after the selling fee was taken out. I printed out the shipping label, the money was IMMEDIATELY DEDUCTED FROM MY BALANCE. This left my account with a balance of $73.00. This being my source of income, I IMMEDIATELY TRANSFERRED $73.00 to bank account. Everything was fine. I took the package to UPS where they immediately weighed  it and measured it for accuracy, input it into their computer, scanned and shipped it off. So far so good. Well, then 2 weeks later, I sell another. I go into Paypal to print her label and there it is, a second charge from UPS for the shipping from 2 weeks prior! Only this time, it's like 1.60 more, even though it's the SAME TRANSACTION with the SAME TRACKING NUMBER. I immediately called Paypal, and they have no clue. They say call UPS. I call UPS, they apologize, act like they have no clue why it happened and that the extra $10 will be credited back to my account in 5 to 7 days. Ok, so because of this I decide to take the other person's package directly in to UPS and pay for it in person out of pocket just to make sure it doesn't happen again and get reimbursed for it when I transfer the money over to my bank account. 

 

A couple of weeks go by, I have gotten back the money that they double charged and I have another sale. Thinking what happened before was just a fluke, I go ahead and pay for and print out the shipping label on 6/14 for $12.44 which of coarse at that time is IMMEDIATELY DEDUCTED from my balance. I put label on package, take it to UPS, etc, etc. This time I even wait a day to move the money to my bank account, as I have been needing a new wallet for quite some time and didn't have the money for one, so checked online to see if I could find one cheap enough to purchase for myself. I don't find anything and decide to transfer the money over to my bank account and I have like, less then a dollar in my account. Well guess what? 4 days later they take it out AGAIN! Leaving me negative. I'm mad as heck, grab the phone and call UPS again. This time the person I talk to tells me that it is a "temporary hold" and it should roll off in a few days. I ask her why they are holding money when they already took it out as soon as I purchase and print the label. She says she isn't sure but it will go back in in a day or 2 and it wont happen again. Well, it actually took about a week before I saw the money. And during that week I had 2 more sales, on June 18th and June 19th which before I even attempted to print the labels out, I called UPS, and asked them if they planned on taking the money out a second time if I purchased the labels online through paypal like they had done twice before. They said no, they don't know why it happened the first 2 times, and everything would be alright.

 

So being strapped for cash to pay for them out of pocket, I paid for and printed the labels out through paypal. And as usual the amounts were DEDUCTED IMMEDIATELY from my balance. Took them to UPS where they were again weighed, measured and scanned in again. I transferred the REMAINING BALANCE to my bank account. Everything seems fine. Well, a couple days ago, I logged into Paypal to check and see the progress of where those two packages are in transit to my customers and my papal balance is NEGATIVE because UPS took BOTH transactions out AGAIN on June 28th! What the heck is going on???!!!! THEY ALREADY GOT THEIR MONEY! Unfortunately when this happened my phone was shut off due to the bill being overdue (didn't pay it because food and electricity were more important) and new I could call them today on Friday after my husband got paid and we could afford to get our phone turned back on. I was also hoping this was a temporary hold and it would roll off on its own.

 

So about 2 hours ago I called UPS. The girl I talked to was utterly useless. Oh and on a side note, they LOST one of the packages they double charged my account for, and then found it a couple days ago sitting in Colorado for some unknown reason and it was supposed to come back to me because I already OUT OF POCKET bought supplies, remade and sent a replacement to the customer and shipped it off which I paid for OUT OF POCKET that she already received. Anyway, the girl said she had no clue why I was double charged, she wouldn't even look up the two transactions, barely listened to me and told me to call Paypal and take it up with them. Oh man, if I wasn't stressed out before, its even worse now.

 

So I call Paypal, give the guy all my info, yada, yada, yada. I tell him what has happened, that this is the 3rd and 4th time, and I already tried talking to UPS and they told me to call them, so the guy puts me on hold for a "Specialist". He comes on the line, asks me what's going on and I tell him. He starts off with the, "Well, shipping with UPS is a little tricky, they are funny with their transactions" so I'm thinking, well good, maybe this guy is on my side, maybe he's going fix it, tell me its OK, or it's another "hold" or something to that nature. Ha, no luck. He tried to tell me that they did not take it out immediately. I told him yes they did, it deducted right away from my balance. He said that while that may have happened, UPS put it back into my account a few days later. I told him I never EVER saw it go back into my account. He swore up and down it did. He told me to click on the "All activity(with balance)" tab and I would see it under the "Net Amount". So I clicked on it, and I saw where the amounts were supposedly returned to my account. I told him, "OK, but on that day my account balance STAYED THE SAME AT 0.63 on the main page." and even so, I DID NOT transfer that money. I DID NO TRANSACTIONS ON THAT DAY. The ONLY money I EVER TRANSFERRED was my earnings AFTER the shipping label was printed, AFTER the money was IMMEDIATELY deducted from my account. He tried to argue with me, "well, mam it says it in front of you, does it not?" and I said, "I don't care what the "Net Amount " says, I never saw that money and I NEVER touched it!" and he tried to say, "Well it clearly says it right in front of you, correct? And because you took the money out of the account, you are negative".

 

So I said to him, "So you're going to stand by that, and tell me I'm crazy and that I took the money out without even knowing it leaving me negative?" and he says, "well its directly in front of you, is it not?" UGH!!! I told him this makes NO SENSE! There is NO REASON IN HECK I should be negative!!! I ask him, so where did the original money go when I paid for the shipping labels on the 13th and 14th after it was deducted from my account, and he has the freaking nerve to say, "You transferred it out". Oh my goodness, I about screamed. I said to him, "OK, so you're sticking by that? You're going to sit there, and lie to me and try and convince me I'm crazy and be condescending to me and take my money?" and again he goes, "Well it is right in front of you, is it not?" and actually sounded smug and had a tone to his voice like he actually enjoyed doing to me what he was doing and there was nothing I could do about it. Unbelievable. So I took a deep breath and said, "So this is NOT a temporary hold, the money is NOT going to go back into my account on it's own like it should ?" and he very smugly says, "No."

 

I told him, "Fine. That's it. I'm freaking done with UPS and if I can find another service I'm done with Paypal. Forget them. They may think I'm stupid enough to go, "Oh, OK, silly me, here, steal more money from me please and then justify it later by making my account say whatever you want it to say". Well heck no. Not me. Maybe they thought I wouldn't notice, but I can tell you I keep track of EVERY transaction, EVERY penny that goes into and comes out of that account. I don't have an abundance of sales every week so when I do have a transaction, it is a BIG DEAL and I notice it IMMEDIATELY.  There is no excuse for what they are doing to people. I'm not sure if it is UPS or Paypal taking the extra money, either way I'm freaking done. For shipping, it's Fedex from here on out. Which I will be paying for separately through their website or in person at the store. I told the man this and he acted like he didn't care. I told him that them doing this to people is not fair, this is STEALING and I am NOT CRAZY. I told him if he didn't believe me to Google it and he would see the pages and pages of search results of complaints from the other thousands of people like me that have been going through this, but I'm sure he already knows. They all know and they probably laugh about it. Well, believe me, I'm not going to be quiet about this. I am contacting the BBB, and seeing what else I can do. This has to stop.

 

Well, I'm off to try UPS again and will probably have to file a complaint against them too. Also in search of another money service. I don't want paypal getting any more of my  hard earned money. Now unfortunately if I have any sales this week instead of it coming to me to help pay my rent and feed my kids, $21.74 will go into their pockets.
