UPS Deducts shipping costs twice?

When printing from Paypal UPS Labels, why does it take the money out when they print and then again when the item is delivered? My account drops when I print off UPS shipping labels and then again when the item is delivered. Should I call paypal and ask them about this?

After diving in a bit more and spending a little time on the phone, I was able to find how to see scrolling balance history by looking in the history section....however my main issue is that ups is allowed to hop in a paypal account and withdraw charges how many days afterwords to their liking. There is no reason anyone or any company should be allowed to do this. UPS should simply deduct the funds immediately upon printing the label and that is it, if there is more money needed ups could simply hold the shipment or charge on the receiving end to make up the difference until they are paid, in reality, charges should never be different then what the printed label amounts to.
Keeping ups happy and customers confused.

I have been experiancing these for almost an year.Several emails and phone calls made about this and they say ''the transaction was pending'' .I have closed my UPS account and signing up with Fedex privately.That will fix the problem.I hope oneday they will give that $$$$ ghost charges back.

Alright, I am sick of this!
I have been selling on Ebay for about a year and recently I have charged twice for every UPS label I have created!
First of all, when I create the shipping label, my Pay Pal account is reduced by the exact amount of that label.
Secondly, later it seems that UPS bills my Pay Pal account again, for the same shipment and sometimes for more than the first label!
I am using a certified postal scale, rounding up to the nearest pound, yet still I have received billing for additional weight and charges beyond what I have already paid! When I go to the U.S Post Office, shipping USPS Priority Mail, I always ask them to check my weight, in case I need to add more postage, it is always correct.
I have never seen an additional charge comming from the USPS and I have shipped dozens of packages that way.
What is the deal? Tonight my Pay Pal account is negative $44 and just hours ago it was in the positive, what the &^^$&#& is going on here?

Welcome to the community forums!
Amanda explains this above, but it can look very confusing. UPS transactions involve an authorization (which holds the funds and sets them aside for the transaction), which later turns into a completed payment (which sends the set-aside funds to UPS). If the authorization does not complete in 5 days, it expires and the funds are released back to you.
If you switch your History view to All activity (with balance), you will see all of the debits and credits to your balance, and you will see that you were charged once for each label.

Same problem here, the paypal "Amanda" above is lying and/or doesn't care enough to actually check into the issue. WARNING!! DO NOT USE PAYPAL TO PRINT YOUR SHIPPING LABELS AS YOU WILL BE DOUBLE-CHARGED FOR EVERY ONE OF THEM. Use UPS directly and enter the tracking number at e-bay. DON'T ALLOW PAYPAL TO CONTINUE THIS FRAUD.

Yes.i am experiancing this issue for almost one year.I have contacted Paypal morethan 10 times,but no reply.
This is a pure scam going on for a long period of time and most people are unware of it.Customers think they are actually seeing a transaction from ''pending'' from ''clearing''.
Yes i lost a lot of money through this.I hope the Paypal get sued for this scam.They will end up in paying all these back just like the Verizon Ghost Charges.

UPS has also charged me twice on a few occasions. It doesn't happen often, but when it does, you can pretty much consider your money gone. Paypal is also less than helpful in the matter. So why do we stay with paypal then, when they abuse us? Maybe it's time to use another service.

Hi All,
I think I understand where the confusion is coming from. When you see the transaction line for the UPS authorization there is no debit from your PayPal account. The debit is not made until the next line which is the "temporary hold". If you check your running balance as Olivia suggested, you will see that your account balance remains the same despite the authorization and does not change until the temporary hold is applied.

Today I just lost nearly $200 from this scam.
This has been going on for a long time and in the past I have contacted PayPal about this issue and of course get the same response as everyone else does.
By their logic if someone say sells and item for $50 and ships said item which costs say $15 which is deducted for account leaving a balance of $35. Now a few days later $15 that was first deducted from account is replaced after the hold time passes which we would assume would take that $35 balance back to $50 and then deducts the same $15 again which would again drop it down to $35. <-- THIS is messed up but in the end comes out even at $35 which is the correct balance.
HOWEVER! This is NOT the end result. The fact remands that after this confusing scam has ended the end result is that my account balance would in fact end up at $20.
Please explain?
And put me down for that class action law suit.
