Disable International Shipping - Work Around for PayPal Payments Standard

To work around the fact that a PayPal merchant cannot disable international shipping, I did the following. It seems to work but I wanted to check with others. The basic principle is to include every domestic zip code and every shipment destination outside the U.S. (as defined by PayPal) in a postage calcuation. If it isn't included, there will be no postage charged, which is of course bad.
- Select an international shipping method
- Make sure all countries except U.S. are included in the regions.
- Make sure U.S. territories etc. such as Puerto Rico are included in the regions (more on this below).
- Set up postage rates that are very high for this international method.
- Be sure to also include Puerto Rico and other territories in at least one domestic shipping method. (This has to be done; otherwise a PR zip code can be entered, and no charge will be made.)
Does anyone have any thoughts on this?
