Charging shipping to UPS account

In my selling tools, shipping preferences, I cannot change where the billing option is shown.  It is permanently fixed at "Paypal account" and I want to change it to my existing UPS account, which is linked to Paypal.

Also, if I get this resolved, I assume I will be getting my negotiated rates with UPS, not regular Paypal UPS rates.  Is that correct?

I'm having the same problem. Were you able to charge it to your UPS account? Could you tell me how  you did it?

Nope.  And I can't get anyone to answer me!  Isn't this a very common problem?
