HELP! Package Stolen/Lost

I am a recent college graduate but surprisingly not much of an ebay user. Recently I sold an older camera for 375 to contribute to the purchase of a new camera body. As soon as the item was purchased I taped the box shut, wrapped two layers of cardboard paper, and wrapped in tape twice vertically, and horizontally. SECURE. Walked down to the post office, dropped it at the desk, paid, and got my "delivery confirmation" tracking number.
2 weeks later the buyer emails me stating he has not received the package. I walked to the post office where they assured me it was not on their shelf, and probably missed a tracking scan and is sitting in california. They give me the number for the post office, I never got ahold of anyone, and had to get back to work so left it alone for the day.
The next day I have a letter from usps stating a "parcel search form" including the addressed section of my package wrapper. The letter said, "we found your package wrapped detatched from the package, submit this form so we can search for it"
I called USPS were they claimed this could be tampering with mail (obviously) and that they would open a federal case. I should hear the results in the next 48 hours.
So besides the fact that this post office most likely ripped through my package as soon as I walked out the door, where am I left off? I did everything on my end I should have. I super securely wrapped the purchased item, dropped it off at the post office, paid for shipping, and provided the buyer with a tracking number. If the "federal case" is a dead end, is the buyer out $375, or will I have to reimburse him and be out a $375 package.

Just fill out the insurance claim form and be done with it, no use getting worked up over it. I lost 1 complete and 2 partial packages (laptops &chargers)in 3 months- box shows up half empty. They blamed my packing for the first one and refused to pay, i pack all my stuff in a "A" type shipping box then place it inside a B type shipping box now- then duct tape the heck out of it. It takes my buyers 20 minutes to open. Bell Gardens California is where i lost 2. All 3 times happened when i shipped over the weekend. I got the first box back MT in a plastic bag and ripped open with a letter of apology from the post master. BFD -- Sometime your the dog and sometime your the hydrent.
Your going to need your PPal reciept's and any other documentation you got (auction page- postal reciept-etc..). There is also a time frame in wich you can file so don't dilly-dally.
