I am trying to book a trip with hotwire. I have tried and tried to use instant transfer to pay for this and it wont let me use the instant transfer option. I have emailed paypal and they allways give me the same excuse they have no control of their system. So yester day i emailed them. and here is the convo

   * Your credit card company could be blocking this transaction

I'd encourage you to contact your credit card company directly to get to
the bottom of this, as I don't have visibility into the details of the
denial. For right now, I'd like to help you complete this transaction.
My recommendation would be to add another credit card to your PayPal
account, if you have one available.

place for the good of everyone, do occasionally affect an account in

There is nothing wring with this card. I use it all the time! Infact i removed it from my account and then added it back and instant transfer is still greyed out. I called by bank and they see nothing wrong with my account and why it wouldnt work, There is way more money in the account than what i am trying to pay for. I have no idea whats going on and this is making me so mad!

Which payment methods (credit card, debit card, echeck, etc) does PayPal show as available for this payment?

When i am trying to Pay using hotwire it will show my credit card as the only option i can choose. For other items i try to buy it will show echeck and credit card

Just a guess... Hotwire may be blocking echeck payments. In addition... it could be that your Hotwire payment is subject to the following PayPal limitation...

 

3.4 Payment Method Limitations. In order to manage risk, PayPal may limit the Payment Methods available for a transaction. In addition, Payment Methods may be limited if you make a PayPal payment through certain third party websites or applications. In such cases, you may choose to continue with the transaction with the understanding that you may have fewer avenues available for dispute resolution should the transaction turn out to be unsatisfactory.

I have been trying to use instant transfer on anything and they won't let me either. Called their support and said it's a security issue and they can't access it. Really? it's a security issue and you can not access your own system how pathetic is that. So I can only assume it's their way of scamming all of us out of money. So they wont be held accountable.

It is doing the same thing to me.  One is a retail transaction and there are 3 that are retistrations for a race that I KNOW did not put a stipulation on the transactions.  The money has been taken out of my checking account PayPal is still holding the orders as "pending".  I am not a happy camper.  I have 4 valid credit cards on file, with NOTHING wrong with any of them.  3 of the transactions were only $15 each.

Most of the items I'm seeing the problem with in this discussion involve virtual items..

 

I hope you guys realize that there is no paypal protection for virtual items - you are going to have to rely on whatever protection your credit cards can provide (so echecks and debit card payments are a bad idea).
