I keep getting this when i try to buy something on any site i've tried like a million things just for the **bleep** of it and not one of them work anyone know why? i've called paypal twice and they have no idea.

I get the same message & what I have found is that my card was charged twice for many purchases. So basically you need double the amount in your acct to pay for all of your purchases. A friend says this happens to her & they always put it back but it takes a few business days. Hope this helps.
