Two payment questions..

Basically, I would like to send a payment to a friend that does not have a Paypal account and is not willing to create an account.

1. Would I be able to send the money to him without him having an account?

2. If he were to make an account without a credit card,bank account, or checkings account, would he be able to use the money?
