hi there!
I have been trying for the last 2-3 days to send 120 euros for a non ebay transaction via "Send online" and I keep getting messages like : "This transaction cannot be completed..."
so I asked the seller to send me an invoice which he did but when I press continue on the invoice another error appears "To complete this payment, add another debit or credit card to your PayPal account or Update your Credit Card or Debit Card."
ok like wtf? my visa electron card is valid , expiry date 01/2012 i have sufficient funds (btw I tried multiple payments of 20-30-40-50-60 euros SAME ERROR) also today I bought some Facebook credits and it worked so what the **bleep** is the problem?
I sent paypal some mails regarding this and they said that some internal security feature is blocking my transaction and I should try from my home (which am I lol) and other stupid advices , actually it is very easy let me make my damned payment already !
Look I need to make this payment asap so I can get my item before Xmas so could you please help me?

I have the same problem i ahve been trying to purchase an item for the past 2 days and get the same message, and i contacted ebay and paypal and got some stupid answer that helped with nothing. what a mess !!!!! i also have some other things coming due in the next 24 hours i need to pay for and can't.

Paypal, please fix your **bleep**. And hopefully if you have been hacked you have the intergrity as a company to tell your users.
I just recently started buying on eBay. On 13 December 2010 I purchased five items totaling around $250.00 using paypal and paying with my credit card. One of the items was returned to the seller by the fine people at the USPS because it had been mangled and the address could not be read. If it could, they probably would have sent the **bleep** to me. He proceeded to contact me and refund my payment. On 17 December I found a similar item on eBay and used the buy it now option. When I went to make my payment via paypal, it takes me to a screen I have never seen before. It is asking for me to enter my payment method, and gives the fields to enter my credit card data. No matter which of my credit cards I try to use, once I submit from this screen it takes me to another screen saying that I must add funds before the payment can be made. So, I added my funds and now I have to wait 3-5 business days for the funds to clear. Let me also say that I pay my bills, so BS answers like "maybe your card is maxed out" make me want to punch someone in the throat.
PAYPAL - WTF? You pride yourself on security and ease of use. Does anyone at your company take enough pride in their job to find out what the real problem is and fix it? I am apparently not the first one encountering these issues, and I doubt I will be the last. I welcome any response that is intelligently thought out and leads to a resolution. Please do not respond if you are going to feed me the typical BS.
P.S. What do you expect from a company whose spell check feature on their website does not include the name of their company in the database. Are you serious? Maybe all the corners that were cut in the development of this site are what is really leading to these problems. Thanks for the great service. LOL. I'm glad you guys added the feature that takes profanity and replaces it with "bleep" though. I'll keep that in mind when I encourage my 5 year old to go online shopping.

I was also afraid that this could have been due to the recent attacks on the many of these websites
but at least we should be informed and not suffer cause of this. THERE IS NO ISSUE ON OUR SIDE, been using CC continously and have been shopping online without a problem.
Anyways I tried paying via eBay today, when entering the PayPal login and password I come back to this screen....

Anyone notice that we have not gotten any further responses from Paypal? Wierd. Maybe they have no idea why this i happening.

I am also surprised that the so called forum is without any replies or fix. There seem to be people having problems with the PayPal and no fix is offered. I am still not able to make payments with PayPal on eBay or otherwise, and there is no help being offered. No response even here on the forum.....Hmmm the stories about PayPal customer service were true afterall, as you folks are helpless and cannot do anything.
Or to put it more appropriately MACHINES HAVE TAKEN OVER PAYPAL....

The Mods are in a tough spot here, there's things they can't say.
Reading between the lines, I gather these ideas, assumptions yes, but tell me if I'm wrong;
1: The mods have no communication with the (if they exist) technical (IT) support people.
2: As said; The Machines are in charge. There is NO human intervention in transactions.
3: The people you talk to on the phone have a list of standard answers, your problem no longer exists once the phone is hung up.
4: People are being told to find other means of paying their bills. This can only mean the ship is sinking, there's no human on the bridge.
It's sink or swim time, get out while the getin's good..

I appreciate your understanding about us being in a tough spot. The real tough spot here is that I wish I could make all of your payments go through, but there are very good reasons why I can't. The success and reliability of the security that PayPal provides both buyers and sellers depends on the integrity of the security model.
PayPal representatives are empowered to do quite a lot of things to assist customers. Interfering with the security controls is not one of those things. As inconvenient and frustrating as that is for customers when making specific transactions, it's that inability to interfere that makes the security work, because it's based on a larger picture that involves more information than you and your funding method.

Olivia - I appreciate your effort, but there appears to be absolutely no problem with my bank or my card, I have re-setup with my card and it's still saying I have no funding sources, even though the card is perfectly legit, AND PayPal accepted the new card as a funding source! I am absolutely sure that IF there were a human being I could speak with at PayPal, this issue could be cleared up (whatever nonsense it is) but PayPal thinks so little of its users that it doesn't provide me with any sort of human customer service on something as important as access to MY OWN BANK ACCOUNT?!? This is outlandish. Rest assured that if I'm not provided with some ACTUAL customer service I will be removing all of my businesses from PayPal and will be spreading the word about how little they care about the problems their customers are having... Removing my accounts alone will cost paypal THOUSANDS of dollars per year.

We do have representatives available by phone! If you click Contact Us at the bottom of any PayPal page, there is an option to contact by phone. If you log in, you'll get the best number for your region as well as a webpin number to get through validation more rapidly. You can still get a number even if you don't log in.
Again, I understand your frustration. A card can be "perfectly legit" and still be ruled out for a specific transaction. The representatives you reach by phone can confirm that information for you, but they cannot override the determination.

Olivia - As I stated previously, when I click the "Contact Us" link at the bottom of the page I get a page that only loads half-way and does not function. I followed every one of your suggestions (clear cookies, different browser, re-boot, etc) and it still doesn't load. I am not computer illiterate by any stretch of the imagination and I have no similar problem on any other web page. If someone (such as yourself) could simply PROVIDE ME WITH A PHONE NUMBER to contact customer service I'm sure I could get to the bottom of this... I live in Central Colorado. Please, someone, GIVE ME A CONTACT PHONE NUMBER!!!
