I use the debit/credit card option all the time when paypal is involved and just recently I started getting this notice, which is frustrating since I have enough funds in my bank account to purchase said items. It's very irritating especially when christmas shopping is involved, can anybody help at all with the problem?

Had the same problem trying to buy a honeymoon gift for my brother...but, I figured out the problem that I was having, hopefully it will fix your situation as well:

PayPal limits the number of accounts you attach a credit card to, may just 1 or 2 accounts, and if you are not logged into an account that the card is tied to, you won't be able to use it.  So, for me, I have my card attached to I think just 1 account, but when I was trying to pay, I wasn't logging in (just paying as a guest), and so it didn't work (two different credit cards).  When I logged in to an account that had the card attached, it let me pay from it without a problem.
