So this doesn't solve the problem with eBay checkout, but it is an effective way to get around it.
1. Go to your Paypal.
2. In the navbar at the top of the page, click the "Send Money" tab.
3. Ask the person you are buying from their email address and enter it in the form. Enter the money that you want to pay, but DO NOT select "eBay Items" in the purchase tab; leave it as "Goods".
4. You have the option to add a message at the bottom of this page, possibly to explain why you're paying in a roundabout way, but all you need do is click "Send Money".
5. After you've sent the money, check with the seller to make sure they received payment. Then go to eBay.
6. In the upper right hand corner of the screen, hover your cursor over "My eBay" and select "Purchase History" from the drop-down menu.
7. In the "Buying Reminders" box, click on the link for the items requiring payment.
8. In the "Actions" column of the item, click "More Actions" and select "Mark as Payment Sent".
As long as there are no other issues with your account, this should work.

Come on now guys. Paypal is the best system around and it takes you over a whole year to solve this problem by simply taking care of it yourselves? When I try to pay for an Ebay item I do not want to fill in 'goods' instead of Ebay-item. I am using my creditcard for about 10 years now and never had any trouble except for this error code.

you would have been better off not posting here, because that's kinda insulting and doesn't help anybody at all, least of all you because nobody likes to be called dumb. Also it's inaccurate; it only took me a couple hours to figure this out. I'm sure plenty of people guessed it, I just put it up here as an idea for people who hadn't thought of it yet. Even if Paypal is the "best system around", it's totally not perfect, which is why they've taken so long to rectify the problem. In the meantime, this is what works. If you don't want to use it, then just don't post. Really.

I am new to Pay Pal, trying to use it for the first time and I got the error code. I am NOT buying an eBay item, just sending money for goods and there is no payment options nor place to post a message. I have a credit card verified on my Pay Pal account and cannot make a payment the very first time I ever tried the service. VERY disappointing! Any suggestions?
