Why can't I make a mass payment?

Hello, I am trying to make a mass payment however when I click on the feature it says 'You are not allowed to send Mass Payments.' I have tried contacting paypal and they have just said I have to wait 2-3 days untill my business account becomes active. I tried again and they said the same thing. Why won't this work?

There have been some changes recently to the sending of Mass Payments, this function is no longer available to all customers.

I apologise for any misleading information you have received, there are a couple of  checks we need to do on your account to see if we can re-enable the Mass Payment function. You will however need to contact us by phone to allow us to review.

I also would like to make a mass payment but am not allowed. How do I go about getting this active on my account?

I couldn't find any instructions anywhere as to how to activate this feature.

If you call us directly we can review your account and if eligible we can reactivate this function!

Well I have the same problem.  I have been making using Masspay for several years and suddenly I can't.

This is what the email from Paypal said, note the incorrect use of English.  Is this really accurate?  Why weren't we told?

Mr * Mass payments have been disabled from all PayPal accounts and 
only companies with a large stature will be invited to use Mass payments
such Argos.
I apologise for the inconvenience this will cause you and hopefully in 
the near future Mass payments will become available to all PayPal 
accounts once more.
