How does PayPal work in Nicaragua

Hello,
I have a question regarding the setup and the withdrawing of money in Nicaragua using PayPal.
I recently worked with a friend of mine in Nicaragua and told him to create a PayPal account. He used his Nicaraguan bank number to pair it with his PayPa account.
However, when I sent him the money, he cannot withdraw the money or transfer it to his bank.
So my question is, how does he get around that?
Does getting a PayPal debit card and then withdrawing from an ATM work? Does he have to switch banks?
How does he set it up to he can receive cash from American, and possible international banks into his PayPal account and then withdraw that money?

Thank you for contacting the PayPal Community Forum and welcome as a new member!
Currently within Nicaragua funds can be withdrawn into a U.S. Bank Account, it is not possible to withdraw to a local bank.

Which US bank can I access my Nicaraguan paypal account to?
I tried to access it to Chase checking account but it didnt work.
Is it neccesary that the bank account in written on my name or can i link it with my friend's US account?
