I have a UK credit card specifically for foreign transactions. It has no transaction fee and uses a much better exchange rate than PayPal. It is registered with my PayPal account, but I can only select GBP when I want to pay someone in USD using it. PayPal then slap an extortionate transaction fee on top of their poor exchange rate if I select it.
Their help article talks about there being an option to either use PayPal to perform the exchange or the card company but I can't find it.
The alternative of passing the fee on to the recipient by calling it a business transaction is just as bad.
