im trieng to send money to a friend and its says that they can send the money contact papypal if u keep having this problem

As you haven't given us any info to advise you on then your best bet is to do as they say and contact customer services direct.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
