Setting up an account in the Philippines

I am trying to send money to a friend in the Philippines. She thinks it is difficult to set up a PayPal account. She has a local bank account and an ATM card.
I think it should be easy. Does anyone know?

Hey there Bichael, you should suggest to your friend to log onto PayPal and sign up there. Accounts from the Philippines can send, receive and withdraw funds. Go to “worldwide” at the footer of any PayPal page and select your country of choice from the drop down menu, you can read there what finances are accepted to open an account.
