Recurring BIlling - can amounts etc be done through API?

I know that you can set up a recurring billing button on your website for users to agree to pay an amount on a monthly basis and tha they can set the maximum which can be taken.
However, I wish to use this to collect variable monthly fees (in a similar way to a variable direct debit).
Is it possible to use the API to trigger the recurring billing and set the PayPal account to be charged and the amount (presuming it is below the agreed maximum), or is the only way to do this by logging onto PayPal and sending the invoices from there....

Actually it looks as though it is possible, if PayPal customer services agree to enable it for your account.
