To make things worse, it appears the PayPal have withdrawn their Marketplace API and it is unknown when a new product will be released for this type of business. Stripe and MangoPay are alternatives, but they do not have the same worldwide appeal as PayPal (for example, they do not cover Russia, which is a key customer of ours).  None appear ready to handle VAT on goods collected by the Marketplace and deal with refunds! ... I have been operating a couple of marketplaces for a while now.  Neither use the PayPal Marketplace API at the moment. From 1st January 2021, as a marketplace, we will have to collect and account for VAT on any cross-border goods sold to consumers in the UK. From 1st July 2021, this is extended to apply to any cross-border goods sold into any EU country. There are no thresholds! Has anyone come up with a solution as to the most cost effective way of collecting the VAT? For example UK_Buyer purchases a pair of shoes from FRANCE_Seller for £100. The marketplace needs to collect £20 (plus their own platform fee). Assuming the Marketplace API can be used (is it STILL only for select customers of PayPal?), then there would be PayPal fees in the region of £3.60 on the total £120 paid.  This could be split so that the platform fee is say £30 (£20 VAT and 10% of the net sale price). However, what happens when it comes to refunds, as the seller needs to refund £90, the platform needs to refund £30 to the same buyer - and the buyer should not see the individual bits of the refund as you would not want to reveal the amount collected by the platform! ... PayPal emails are just getting worse - when you print off a paypal email, it now takes the whole of the first page just to give you the customer name, address and email, and their order goes onto page 2. I have even received some emails, where the first page doesn't even show the customer name and address !!   Why oh why do Paypal need to waste so much space on the email templates, as well as using 3 or 4 different templates? ... Yes I know that - but why do you use different formats for the emails notifying a seller of a payment received, with differing amounts of information? The third example I posted is the worst possible for use by a seller - the name and address appear at the end, but the buyer's email address is not even included (whereas it appears in the other email types).   When you print them off for accounting purposes, the third one wastes a lot of space on the page and is obviously intended as some form of mobile phone display? It is easy for someone to get a business owner's email and full name (in fact it is listed on the item details page on ebay) - spoofing is not necessarily about asking sellers to confirm links - they could be hoping the seller will automatically send an item out for a payment received, without checking that the payment actually appears in their account! The third example of the email includes a link to "Get the Details" which takes a seller to their paypal account (where they can see the email address of the buyer and potentially to even find out what has been ordered) - how does that fit in with the PayPal policy that an email will "never ask you to click on any links to provide personal information".  It is certainly a very risky email to receive and action. PayPal Account Reconciliation - Don't expect it to...

Can anyone explain which accounting system PayPal uses?  It is nigh impossible to reconcile PayPal statements with actual income and outgoings - see the excerpt below from PayPal's reporting system (column on right is account balance):   I raised a complaint through PayPal's system in October (when I was doing my accounts) to ask for the reason for this discrepancy (balance of £43.73 plus a receipt of £18.25 = Balance of £33.39).  It has taken a chase up email and a further complaint earlier this week to get a response.... The response then came that this relates to a payment on 2nd October, which was then put on hold pending a dispute reconciliation on 16th October and the balance was added back to my account on 29th October. No idea how PayPal expect me to work that out from the above excerpt from the statement! Appalling service from Paypal. ... View more

Recognising PayPal Emails

Does anyone else have problems with identifying valid emails from PayPal?  It is made much harder (and therefore easier to spoof) by the fact that PayPal seem to use multiple email templates.   See the emails below (I have blanked out personal data) - all of which are perfectly valid notifications from PayPal of payments received.  For some reason, one email says that the buyer does not have a transaction id, and the one which was just headed "You've Got Money' fails to supply the buyer's email address.             Spotting these as valid emails and using mail filters to keep all valid paypal emails together notifying of payments received is not easy! Even worse is when you sell e-services using PayPal as a payment method - you do not always get even the country where the buyer is based, which is essential because of the new taxes which various countries are bringing in to tax e-services according to the location of the buyer! ... That's interesting - so how come recipients in the USA get away with just a 50 cent fee !!   I can't see how you would ask to be charged using the flat fee method....  Is there a link? ... View more

What is the PayPal Business Payment Fee ?

If anyone wades down through the Legal agreement, you will see at the very end, a section entited: "PayPal Business Payment Fee"   Under this, PayPal may apply a £2 fee to each transaction and it states that "The PayPal Business Payment fee is paid by the recipient, unless it is disclosed to the sender before payment is sent that the sender must pay this fee." Oddly no-one at PayPal has been able to clarify the circumstances under which this £2 fee is levied, and there is no mention of it on their fees pages, so I wonder how the recipient is supposed to identify this and disclose it to the sender if they want the sender to pay this fee....   I know it appears to have been applied to a friend's account (he is in Germany and was paid by someone who uses a UK shipping address, but upon investigation, has a PayPal account in South Africa). Does anyone have any ideas of when and why this fee is applied, and how to identify transactions where the fee will be added by PayPal ??   Maybe it is just another example of PayPal being a law unto themselves and just applying an extra fee willy-nilly.... ... The new layout gets worse and worse - it was foisted on me this morning for about the 10th time.   The reporting tools are completely unfinished and untested - there is no easy way to get a list of your account history, with one line per transaction with payment received, fee and balance - everything is given a separate line and some very weird entries in my report for the last 7 days:   "Transaction - withdrawal to bank acc?" - I guess the ? means they're not sure Oops that is repeated twice - so did they make the withdrawal twice "Correction - PayPal post Apr ? " 57p - again it appears twice in the report - no idea what it relates to as it doesn't show in the classic view Soon switched back to the classic view - it gives no confidence, looks like a "Business Account" for children and shows they have not tested it at all ...
