PayPal Payments Pro - rejected second time - no expanation why?

This is the email we received - does anybody have the same experience??

I apologize about the delayed response.  Unfortunately your account is not eligible to reapply for PayPal Payments Pro, and the discounted merchant rates only apply to accounts with PayPal Payments Pro.  I understand the frustration this may cause you.
