pending refunds

I issued a refund to one of my buyers on 17th October. The money was taken from my bank account on 21st Oct, yet the buyer has still not received the money, it is still showing as pending. Where has the money gone ? I have queried with paypal and told it can take 7 working days ,It is now more than 7 days and my buyer is getting annoyed.

Working days are not weekends so it's been 5  days so far. 

When a buyer pays you it is not instant.  PayPal CREDIT you and then take the wait for the buyers money to transfer to PayPal. 

But they don't refund in advance so you and your buyer have to take the wait for the funds to clear through.
