Going all around the houses here. I've got a "Payment Pending" for a laptop I'm selling and I've cancelled the sale. I would like to refund the buyer. Seems simple enough but ........... it's not!
If the money was actually in my account then I could pay him but it's not! As I said it's "Pending". How can I refund him or cancel his payment. Meanwhile PayPal has the money!
Sounds as if you are subject to the new seller hold.
So funds would be released when tracking showed delivery of the item OR if you did not send then 21 days, so you could refund the money yourself and then wait to be reimbursed or you could give customer services a call and see if they will release the funds back to the buyer.
Advice is voluntary. Kudos / Solution appreciated.
