Refund fee

I sold a large item on ebay which was for cash on collection. The buyer paid via pay pal, if I refund to the buyer will I still be charged a fee?

When someone pays you the fee is a % part and the 20p fixed part.

When you refund the % fee is refunded but paypal keep the fixed 20p part as a processing fee to pay for your initial payment and refund.
