Paying a Seller Based in The Ukraine

Recently purchased an item from a seller based in the Ukraine.

Attempted to pay via logging into my Paypal account through eBay and encounted the following restriction message:

> "Currently PayPal accounts in Ukraine are only able to send payments. This recipient is not eligible to receive funds."

> "At this time, we are unable to process your request. Please return to eBay and try another option."

Has anyone encountered a similar message?  

Any idea on how long this restriction will be in place?

For many years Ukrainians wait until PayPal provide them an opportunity to see their money on their bank cards. But it is only announced while we continue to use our local services such as https://fine.money, for example. It is not so popular service but it lets receive money immediately on your card after a sender transfers it.

So since I can't pay a Ukraine seller on Paypal, are there are any other safe alternatives? 
And why post a news article if it's untrue?

That article is nonsense.. about paypal can receive funds for ukraine.. utter nonsense..... i guess paypal is not issueing counterstatement...because ukraine is currupt as **bleep**
