Incorrect fees applied

Odd one that I’ve never had before.  Just sold an item on eBay and received payment but the fees are higher than expected.

I am normally charged 3.4% + £0.20 but have been charged £3.17 on a payment of £55.00, see below.

Any thoughts?

International transaction or buyer paid whilst abroad?

Could well be. Interesting that PayPal does show or explain this on the transaction.
