Double Dipping on Paypal Fees

I sold an item for £18.49 and normally Paypal fee is £0.83
On 28 March I sold a similar item and the Paypal Fee was £1.20 when I queried it Paypal said the individual paid with a US$ Card
The buyer in Dubai told me he paid with his UAE Dhirams card. It would seem that as well as the normal 3.4% plus £0.20p they have added an extra £0.37.
Well I guess not only have Paypal made on the ROE but also charged me extra.
Has anyone else had a similar situation.

You pay more for international transactions and that varies country to country.
FEES are in paypals user agreement.
Advice is voluntary.
