Paypal Fee confusing

I am selling on eBay and receiving paypal payments from my customers.  I thought the fee was 3.4% +0.2 in GBP.  I sold a few items at 19.83 and expected my fee to be 19.83*0.034+0.20 i.e. 0.87p but paypal have deducted 0.97. I am seeing some payments when the fee is exactly 3.4% + 0.2 but there are some inconsistencies?  Has anyone else encounter this issue as well?

Was it an international transaction where the fees are higher dependent on which country you are accepting payments from?
