Confused about PayPal fee for selling.

On the PayPal website. The fee structure for a sale is supposedly "3.4% of the transaction + 20p". However I just made a sale for a product for a product worth £29.00. This would be £1.19 however £1.77 was deducted, which would be 5.4% + 20p, not really sure why? If anyone could suggest why, I would be grateful.

The sale was to a British buyer (that is the address listed) through eBay.

Ywp but he could still be paying internationally ie from abroad on holiday............email and check?
