Can't issue a refund! Need to refund eBay buyer but funds are frozen 'on hold'

Please help! I need to refund a buyer on eBay. A fault that I wasn't aware of became apparent when the buyer received the item. I just want to give the guy his money back but my eBay refund bounced because PayPal have put the funds on hold. Now neither I, nor the buyer has the money. It's just in limbo. What am I supposed to do.?

Call paypal and ask them to return the held funds back to the buyer.

hi there, thanks for asking but definetly not is the buyer due a single penny! the last thing i'll ask them to do is give him

my money when he's due nothing whatsoever, in my opinion he's found this we sneaky loophole that's been created

by the companies seperating and trying to milk it for what he can get!! at the end of the day he's got nothing to loose 

apart from the very highly unlikely, should be an impossability that as barking as paypal are acting he might get my £2300

that my brother an myself worked extremly hard, and many a late nights to keep the customer on time with his 

obligations to his customers then do this to me, it definetly looks my brother and myself trusted paypal absoloute, to

have been takin to the cleaners with paypals full blessing ;( 

any idea's guy's and gal's ? any opinion on this or how to aproach this would be very gratefull indeed !!

Thanks for takning the time for the response. PayPal won't do anything , I've called them and they bounced me back to eBay who bounced me back to paypal. It'a all amounted to about 8 hours of my life when all I want to do is give someone their money back but can't do so because the funds are frozen. It's complicated more by the transaction being for 3 items, two of which are fine, one I've made a mistake with and need to refund but all the funds are frozen. I'm at my wit's end. 

Any other suggestions?
