I sold an item on ebay for a very small amount. When checking the address in order to print postage, I found that the address and postcode did not match, despite the address having been verified by PayPal. I then contacted the buyer to confirm the address and she asked me to send it to a different address. Because only a small amount of money was involved, I did this. She then contacts me a few days later claiming that the item did not arrive. I have no problems with refunding if it did not arrive but am tempted to give factual neutral feedback for the transaction. Also, how do I report the address irregularity to PayPal. It is something that they should have checked.

Sorry but you can't leave neutral or negative feedback for buyers, for a long while now that option has been taken away from sellers.
Only buyers can leave neg or neutral for sellers.
Advice is voluntary.
