Cannot open dispute

I opened a dispute for a transaction and then accidently cancelled the dispute just seconds after opening it. Now it will not allow me to reopen a dispute. I never recieved what I paid for. how do I get my money back since I cannot open a dispute ?

I too cannot open a dispute, trying since Oct. 2011.
Pay pal does not return any emails either.
Very frustrating and time consuming.
