why paypal makes their passwords intentionally insecure

Why does PayPal force customers into certain passwords? Forced passwords that intentionally make the users password less secure by forcing users to use only certain special characters. It sounds like pure laziness.
You know what the special characters are? !@#$%^&*(). this is all they allow for special characters. This makes your password much less secure because now hackers have a much better chance of cracking your passwords. PayPal knows this but yet they still enforce this policy.
