pending payment and gift card needed

someone wants to transfer me a large amount of money but said "your payment will be pending until you get your steam e-gift card which is what i'm gonna use to sort out your payment charges and you receive your payment instantly to your paypal account and it'll be pending will the gift card is gotten and the value will be used in the verifying the payment as a transaction fee okay?"

Is this a scam? sounds fishy

then he sent me a link to buy this gift saying "you click on the link when you get to the site click on the amount shown on the paypal above which is $100 e-code that is needed click on add to cart next then fill in the information needed after that they sent you a link to your email for id verification the after the verification of your id in 3 minutes they will send you the code"

The situation you describe definitely does sound like a common scam. The linked article is a US article, but the scams can happen regardless of the country that you're in.

You will not need to purchase any gift cards to receive a payment.
