paypal has unfairly limited my account and confiscated my money

The person who bought my product created a dispute after which my account was permanently closed. Paypal does not respond to my objections in any way. Only due to the fault of the cargo company, the product was delivered late and the dispute expired. The product has now been delivered to its owner and the owner is happy. My money has been taken back from my account because the dispute has expired and I am told it has been refunded to my customer. I contacted my customer, but he certainly did not receive a refund on his account.

Paypal don't ban you for x1 dispute so there would have been other factors.
If the dispute/claim has been closed in the buyers favour then it would be between you and the buyer to sort out.
A buyer can't escalate a dispute until at least 7 days have passed from filing it and most don't file until at least 2 weeks post transaction > then you have at least another 14- 30 days to respond. So you have at the very least about 5 weeks to get your item to the buyer before a claim closes.
I can send stuff around the world in just over a week normally.
