cannot report problem with purchase

i made a purchase on 10/26/24. the sellers page said i would get an email when the item shipped (from china).  ive waited a week and i sent an email to the email registered with the seller on paypal, i got no reply. i used the 'contact support' option on the sellers website, i got no response. i copied the email from the website email address, and manually sent an email, and gmail returns the email address as undeliverable.

so, today i come to paypal, and look in to refunding the purchase. there is no 'report problem' option in the activity on this purchase, it just says 'If there's a problem, make sure to contact the seller through PayPal by April 23, 2025'. theres no 'contact seller' option on paypal, and the email registered with paypal is the one i used first to reach out.  i tried using the paypal ai help bot, but that thing is beyond useless, all it does is move 3 dots from left to right for 5-10 minutes, ask me to refresh the chat, and nothing happens.

do i just need to eat the scam losses?
