Account permanently limited citing age as under 18, I am 25yrs old.

My paypal account has been permanently limited stating that I am under 18. I am 25yrs old and have only created my account a few months back. There is no way to undo this and i am incredibly stressed as my payment is due on this email which has been blocked under the wrong assumption. I have provided my ID and am born in 1999. Please help me resolve this issue as there is no way to contact a human to help me out.
