From my experience there is no good way of contacting Paypal and they seem to make it deliberately difficult. Used their official contact number today and was told there was a long wait time and "would I like a callback". That sounded like a good idea and sure enough, I was called back an hour later - except it wasn't a human but a series of messages including the suggestion that I should try to resolve my problem online. After waiting 30 minutes I gave up. When I tried phoning later I wasn't givne the callback option but instead the offer to text message with someone. I sent a message and 90 minutes later, I'm still waiting for a response.
