Hi, I've been having a problem with my PayPal account. Apparently it's been permanently limited without warning after I complied and obediently finished the whole review they requested I do. I don't know what I did to cause suspicion. I'm a simple freelance digital artist and was merely doing small commissions which I all completed. (My clients can confirm if you don't believe me.) So far I've only done three commissions where they pay half upfront and the other half once I've finished the artwork as and extra step to ensure trust.
Perhaps it was that I didn't realize business accounts needed a registered VAT, if that was the problem then I admit that was my mistake. Still, is there no way to fix that? I intend on swapping to a personal account anyway since I've learned that what I do does not classify as a business. I've also tried linking my phone number multiple times but still haven't been sent any codes from PayPal.
I've tried contacting them about the situation VIA message center. The first employee stating that he escalated it for me and said that I'll receive an email with more information asap after the escalation. A weekend later I receive an email stating that and I quote "We've partially removed limitations from your PayPal account (Ref ID - PP-*-************)" to which I immediately logged into my account only to find that nothing has changed and that my account is still permanently limited.
After that I contacted them VIA message center again to which the new employee said nothing can be done. After that I tried another time then the last employee said that they'll try and sort it out, saying I'll receive an email. To this day I haven't gotten any emails yet except for the notification that the message center conversation was closed.
By this point I'm fed up with PayPal, all I wanted was to get my little money back that I worked so hard for and then leave this all behind me. So, I tried contacting them with the help of my dad today. To which I cannot reach any employees in message center anymore. My previous messages are all gone and when I tried calling them with different phone's the call did not go through. What the hell is going on? Can I please just get someone to help me fix this? I'm 20 years old. I'm young and trying my best to make a living through art and I was told this bank was the best way for me to make money but clearly whoever believed in it was wrong.
PayPal, please get your sh*t together and help out someone who desperately needs the money she worked for.

If you have been told your Paypal account has been permanently limited then Paypal tends to hold any funds for 180 days. This is the same time frame that buyers have to open Paypal disputes.
If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, account is in your legal name and the account is registered in the country where you reside.
Sometimes they confiscate funds under this policy.

Paypal also may request further documentation from you before you can withdraw those funds.

I got permanently banned ("limited") for making the mistake of buying a 3d figure from a user that was Russian. It's the only thing it could've been about as I've only made paypal checkouts and that. I didn't realize to pay attention where the seller was from at all and there has been nothing but a complete feeling of being worthless in their eyes throughout this whole experience. No understanding, no way to show what you bought, no way for them to ACTUALLY investigate anything, like they said they would.
I could provide them all the proof, but they're not interested in valuing me even that much.
Just threw me and my 17 years of loyal use away like a piece of garbage, no word listened to.
Genuinely a depressing and dehumanizing experience all throughout... Sorry to hear it also happened to you.

I have tried calling (said it's out of their hands), tried messaging agents (none are ever available), nothing worked.
