its been almost 2 weeks after I recieved an email that My money is eligible for withdrawal but until now I cant link My debit card so I can withdraw My money out in My acc I already sent 9 total email on paypal and I didnt get any response this is so fraustrating they illegally holding My money hoping any one could help Me here case we all need money here is the error message I get when I link my debit card "There's problem with your account. Please go to the resolution center so we can help you resolve this quickly."

If you have been told your Paypal account has been permanently limited then Paypal tends to hold any funds for 180 days. This is the same time frame that buyers have to open Paypal disputes.
If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, account is in your legal name and the account is registered in the country where you reside.
Paypal also may request further documentation from you before you can withdraw those funds.
You can normally withdraw via any linked bank account / card already on your permanently limited account. I don't think you can add a funding source to that account.
So your best option is to contact customer services and ask them to link a card for you OR send you a cheque with the balance in the post if that is an option?
Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.
Advice is voluntary.

First time using PayPal here, they illegally holding my 600 USD too even though I received the payment through 100% fair and legal. My bill can't wait 180 days long, still not sure they will give me back My Money haha so corrupting your client's money is the way PayPal make profit.

You've just encountered the Catch-22 of the account limitation: You can withdraw money to an account, but you can't add an account. In the US, the easiest way to get a resolution here is to file a complaint. Since you can't do that, all you can really do is keep sending messages to customer service until they let you add a card. I'm sorry that this is the best option as it is the worst option as well, but it's your only real chance.
