Where to Report dishonest customers Who cheats merchants so others can be forewarned?

We got a customer whose name is Linhdan [Removed], address: [Removed], Sacramento, CA [Removed], bought a very expensive 13.6mm highest AAA graded Tahitian pearl from us, and then returned us a 13.9mm much lower graded pearl with a different weight, we are not even sure what kind of pearl it is. Is there anywhere on PayPal we can flag/report dishonest customers so that other merchants can be forewarned of this customer when they receive her order? Because we are sure she will do it to others as well. Thank you so much in advance.

What you can do is remove that persons name and personal information from this public forum.
I have reported it to the moderators so it will be removed but best you do it yourself.
