Paypal illegally owns my money!!!Please HELP.

Hello

   I have a big story about my case but will try to write it short.
I bought $1,545.23 items from the "merchant" using PayPal. People list their lots, pallets, or returns on the web and sell through this merchant. The seller listed 44 iPad unlocked that were described as  "may need some degree of repair" other than cracked glasses. There was a lot of damage like batteries, backlights LCDs, etc but the biggest problem was that 22 of them were not GPS while the seller described it as GSM unlocked.WiFi models are way cheaper than GSM. I opened a case through "merchant" that the items were not as described, and sent all video and photo evidence but they offered me an 80$ partial refund of $1,545.23 and after my NO they denied my case. Then I opened a case on PayPal to find the truth but another story started here. The transaction date is Dec 4, 2023.I sent all photo and video evidence immediately to PayPal and after several weeks of waiting I messaged the PayPal chat agent live person, here is a cut from our conversation : 

PayPal : Thank you for your patience, Levan. I checked your case and have requested the seller to share the return address within 3 days. I understand that it has already been so long but as this is a high-value case, it's taking a bit longer than usual. 

 

ME : As I see seller responded already

ME :Do you have address already?
 

PayPal : Yes, I do see the seller has responded to the case but they are just claiming that they deny this claim and do not want to help. I have again requested them to share the return address as we have already reviewed the case.

 

 After few days waiting I still did not get any notification from PayPal so started chat again to different agent and here are cut of our conversation:

Thank you so much for staying connected, Levan. 

PayPal : I have reviewed your dispute case and I see the seller has not yet provided us the return address within the requested time. However, you can go ahead and return the item back to seller using the below address and provide us the return tracking number. So that we can go ahead and update the tracking number on your dispute case. 

Please provide us the return tracking number here so that we can go ahead and update it on your dispute case.

Please ship the item to the provided address as soon as possible and help us with the return tracking so that we can help you in resolving this case in your favor and getting the refund.

 

After delivery I have messaged again to same agent and notify about delivery but now you will be surprised:

 

PayPal Levan. Thank you for getting back to us. I’m deeply sorry this has happened to you. It’s not the experience we wish to create for any of our customers. However, I would like to inform you that this return tracking number cannot be considered since the return was done without our concern and we did not ask you to return the item. 

In this case, I would suggest you to please contact the merchant directly for a refund or the best way for me to help you here is by you filing a chargeback from your financial institution for the transaction and they should be able to help you.

 

After this message from Feb 21,2024 ,  when I am trying to chat other agents, all sending me same messages that I have to wait and case is still under review after two month without any reason.I have all chat transcript/videos about this conversations. I sent packing same day to the "merchants" address PayPal gave me paid money for return shipping from my pocket and now they have both my money and items...

I have never feel myself such as humiliated,deceived and mocked. Any ideas how to solve this problem?
