If you have been banned then you can rarely appeal that, if you want to try then contact customer services.

Thanks for the help @kernowlass! Sorry to know about your PayPal account being limited. If the limitations are temporary, you can able to resolve it by submitting the information requested in the resolution center/notification tab in your PayPal account. You can also check this page for more information to remove the limitations in your PayPal account. If it is a permanent limitation, as mentioned by @kernowlass, you can reach out to PayPal Support team to help you accordingly.
