I registered my PayPal account on November 3, 2023, but did not verify it immediately. Unfortunately, accounts placed on ban cannot be recovered regardless of its verification status. Your account was definitely banned because it was unverified and unused for a period of time. You should bear in mind that as a result of the ban, Paypal no longer wants you to use the account and it MAY be impossible to open another account of the same type (personal or business) since you cannot close/delete banned accounts.
