Unpaid customer

What would you do if the customer's installment payment was failed and he is totally out of contact?
He is living outside of Canada where I live.

I sold a digital product so he has already gotten the product and there is no way asking him to return it or stop providing the service.

He only paid 5 times out of 10 through Paypal then unpaid.
Is it possible to report to Paypal and put him on a blacklist?

Hello @Apollojustice2

Welcome! Thank you for visiting PayPal's Community Forum. I can understand how concerning it can be when a sale doesn't go exactly as you had expected. Unfortunately, that sort of report isn't available with our services. If you've already provided the good or service, PayPal can not guarantee further payment from the buyer. Normally, your best option in these situation is to look into what legal options you have outside of PayPal.

For the future, we usually recommend keeping to installment plans that PayPal offers your customers at checkout. That way, you're paid in full, and any financial issues that may potentially come up with the buyer from there are between PayPal and the buyer.

My apologies for the inconvenience this has caused,

Thank you for your advice.

Actually I used the installment payment plan on Paypal for that transaction.

But the transaction was failed 3 times in a row and the profile was canceled automatically.

If this is the case, there is no way to collect money from them, if he is out of contact.
