Hello,  I can't use my account at all. My partner says that Something went wrong while connecting to your PayPal account. Please check if your account is verified and try again. Is my account dead because I have Russian citizenship? And I will never be able to use it anymore?

Paypal thankfully no longer supports Russian account holders so no you can't use your paypal account.

That will probably last as long as your country wages war against the Ukraine.
