Seller says he didn't received money from family transaction, did I got scammed?

I bought an account for 9euro yesterday, and I still didn't received the informations.

 

The seller looked legit, and after big consideration, I bought an account for 9 euro. The seller has hundreds of positive reviews, and I thought it wouldn't be worth it for him to scam someone for just only 9euro.

 

He says that he didn't get the money yet, I thought something like this was instant. His English is also very bad, he said exactly this:

"Idk, Wait to verify, Are you Here ?" "How much you have in paypal right now Sent me a photo" "I dont get the 9e It a bug From paypal"
"You need to sent 1195 huf to get all the money You sent it? Like" 

 

When I said I'll contact paypal to see what will they say, he just simply said "Ok, Tell me What paypal Say"

 

No agents are available to help me right now, so I'll just ask the community. He didn't block me after I sent him the money, and he still didn't now.

I can still speak to him, and he's still answering. 

 

Is it really possible that he didn't get my money from family transaction pay, or am I just being made a fool of?

A friends / family (or gift payment) is intended as a transfer of funds from family or friends to one another. For this reason, there is no processing fee when payment is made with bank or PayPal balance.
However as it is a gift payment, there is also no buyer protection as no goods or services should have been exchanged.

If he was not a close mate or family member you should never use that option as it enables the seller to evade paying his Paypal fees and negates your buyer protection at the same time.

You would also not be able to open a dispute (apart from one citing an unauthorised transaction), which would be automatically closed as you did authorise the initial payment.

Be careful as using that option for purchasing goods is against Paypal rules and can lead to account limitation.

If you funded your Paypal payment via a credit card then contact your card issuer and see if they will help you but unfortunately they may decline as well as it was a gift payment.

Lastly you never have to 'send' funds to receive funds.
